Part 2) How should I word my letter? Am I supposed to be asking ...or demanding for it to be taken off my credit?

Part 1) If I were to write a letter.... who would it be to?
I'm paying off a debt....and I was told to write a letter before sending money, to see if it can be taken off my credit. It is a utility bill. Do I send the letter to the collection agency or the utility co.?
