Yes lots of target guns do not have magazines. The use a bolt action but they simiply open the bolt and place the bullet directly into the chamber.

YES*, You load it by placing a single round into the chamber as if you were using a single shot rifle because not all rifles have a clip or tubular feed*. Most target rifles are made this way*...Pressing the trigger without live ammo in the gun is called dry firing and is used for practicing and getting used to pulling the trigger, and at the same time maintaining sight alignment, and avoiding flinching when you are shooting live ammo*. If you do dry fire it is a good idea to have an empty already fired cartridge in the chamber. This helps you to become a better Marksman*...

What's a sharp shorter? You mean sharpshooter?

Anyone can "press" the trigger without a target, it wouldn't hit anything and it would be pointless.

You can place the bullet directly in the chamber, especially with bolt actions, so you don't need the magazine.

A Sharpshooter can pull the trigger without being on target, that's where the skill comes in. And you, most guns you can load without using a magazine by inserting one cartridge into the chamber manually.
