It all depends of the bicycle and how it was made. Most departments I have seen use mountain bikes that might have some special shock absorbers on the front spokes, and good seat, and a rack on the back with pack or maybe some saddle bags to carry gear in like cite books and what not. Generally if your just looking for a bike for yourself shop around the various bike shops in your area and tell the store owner what you need. You'll eventually find one that can reccommend what would work best for you.

Most Police Officers just ride their bike around the beach and park during summer and then have a bike rack on their trunk of the police car.

Police bikes are nothing more than souped up mountain bikes. These are availabe to the general public. They are built to take rough handling and terrain.
