Hi Holly...if your cat cries when he urinates this is indicative of a lower urinary tract disorder and will require immediate medical attention as this can become life-threatening. Some cats can develop a urethral blockage and this can lead to death as the bladder cannot eliminate and becomes enlarged and ruptures. This is caused primarily by diet as cats who eat a dry food diet as they are not receiving enough moisture so their urine pH is too alkaline where moist foods turns the urine pH more acidic. Crystals develop as a result and block the urethra.

Herpes in a cat manifests in the eyes and mouth not the other end. It's treated with 250mg of powdered lysine.

What you're describing is pain during urination which can be a urinary blockage or a bladder infection, both need to be treated because it won't get better on it's own.

I think your cat has a urinary infection or a blockage, you need to get him to a vet, a blockage can kill him. He may pee outside of his cat box, when cats have a urinary infection they sometimes associate the pain with a cat box and pee somewhere else, please don't get mad at him if he does. EDIT do you notice him straining to pee? have you noticed any blood in his pee? does his pee smell especially bad? When he meows is it a normal meow, or is it more of a painful wail?

Your cat almost certainly has an infection or blockage. Get him to the vet as soon as possible.
