They were ordinary men that was the only quality he looked for besides faith. He must have seen some faith in them but he wanted ordinary men to be his disciples so that others would know that they too could be disciples of Jesus. He chose fishermen and tax collectors and even someone he knew would betray him. He wanted sinners.

Well the obvious answer is that He chose them to accomplish His divine will. For example, He HAD to choose Judas to fulfill certain OT Scripture about one who would betray Him.
