I already know it was done in photoshop, but how was it done?

First thing- different layers
1. mask layer, paint layer, text layer (if part of original image -it says COPY)
2. Paint layers may be created by brush stroke paint brush and then by selection by the Magic Wand the colors of certain brush strokes changed.
3. Cloning tool that copies a small image, such as the paint, adn allowing it to spread and cover everything, like even somewhat in the eye of the mask.
4. Specific image filter that allows the paint to look with that white criss-cross design on top.
5. If COPY is part of the image, inverse color with a black stroke of about 3 pixels.

Its so easy. but u have to learn more about mask(Select part of image).. actualy the photo that u like is not a speciall effect. . this is a normal photo with so many effect.. you creat your own ...
open your photo in Adobe photoshop..
your laso tool(L shortcut on keyboard) draw line over area that u wanna add filters. after that go to fileter>filter gallery
Choose your filter(u can see the preview on each filter in filter gallery) and add it.. select another area and add other filter.. you can make more contrast to your finall photo by adding brightness/contrast...
the text that u see on sample photo is copyright of the site that has it.. if u want add text u can push T on keyboard and insert your words..
its very easy.. u need just know some information about color to get best result
(If u feather the selection, u can see that filters will not have edge.. soft mix)

Definitely a photo editing software can do this. Perhaps some neon or other kinds of effects applied. Is that your photo?

possible acylic or oil paint than either scan it or took a picture of it on camera and then put it in photoshop...well that 's how i would've done it. Ask the artist yourself.

i think theres a neon and 3D effect, i havnt used it but i saw a picture someone made with them and it had a similar effect
