I think the Kongs I've got ran about $12 each.
You can put canned food in there, dog biscuits, kibble, kong stuffing, you can layer the different things inside before freezing too.

Depends on the size of the Kong toy ... which depends on the size of your dog ... the biggest, toughest ones are about 10 bucks, which sounds like a lot ... but they are worth every penny!
You can stuff them with anything ... even just plain dog food ... but for an extra treat, smush some cheese around the inside of one ... little bits of hot dog, or salami ... my dog LOVES ice cubes, so we'd sometimes load a Kong with ice and some liver treats ... just use whatever your dog likes best. The reason for freezing is that it takes the dog longer to get the goodies out, and therefore keeps him amused longer!
Even though they are more expensive at first, a Kong is a good investment, because it lasts longer than other treats (like a rawhide or pig's ear) and it's safer ... it won't break apart into sharp pieces ... it's something you can leave with your dog if you have to be gone for hours ... and you don't have to worry about it.
One word of advice? Buy the next size bigger than the one you think your dog needs. That's just for safety reasons, if you leave one for your dog while you're away.

Kong toys tend to never be on sale. They cost, around here anyway, at least $5.00 (IL rural midwest) for the little ones. But they are worth it. The cheaper versions (ie non-Kong) tend to be something my dogs can chew to pieces, but the Kongs just keep on surviving. At the Quincy Humane Society we mix dry and wet dog food together, stuff the Kongs and then seal them with peanut butter. It keeps the dogs occupied and happy. Other things you can use include Cheese Whiz - that canned sprayable cheese, or even cream cheese. I've seen people stuff dry dog treats into them as well, but I guess my dogs are spoiled - it would have to be a really good dog treat for them to spend any time trying to get to one.

Kong toys around where I live are arond $10.00 for medium size and up for the larger ones. You can also put milk bones, although those won't last long... I 'm not sure anything would last for 3 hours, but I have given mine frozen soup bones or pigs knuckles and those both seem to last for a very long time. Good luck.

Cost me around $10 for large from Amazon.
I like to mix plain yogurt, a little honey, a banana and some peanut butter in a blender. I use peanut butter to cap the holes so it dosen't leak while freezing.

You can always buy plain yogurt and stick it inside and then freeze it. My dogs love it. Just make sure you give it to them on a hard floor b/c sometimes the yogurt will melt and get a little messy. They aren't that expensive. Check out petsmart.com and they sell them on there.

I'm not sure how much they cost but if you buy Alpo (sp.?) treats and then take two, stick them together with peanut butter and stick it in the treat the dog will love it.

anything and everything you can shove in there, that you already know the dog likes, and is safe for him to have unsupervised.....mix it up,,, pb, fruit, dog bites, then more pb, then another biscuit.....meat.... etc.......
as for price.. not cheap, but worth it especially if your dog is like mine and can tear thru a leg bone in like 5 min.... and shes only a pup!!!!
