During resegmentation of the somites at about 5-6 weeks, mesodermal cells that migrate medially about the notochord and the neural tube begin to form sclerotomes which ultimately form the vertebrae. Resegmentation occurs when the right and left somites at each level fuse acroos the midline, incorporating the notochord. Mesenchymal cells in the somite migrate toward the midportion of the somite where they aggregate as a densely staining cluster. This occurs about a cleft called the fissure of von Ebner. As this fissure widens, the clustered cells give rise to an intervertebral disc, and the caudal half of one somite fuses with the cranial half of the adjacent somite to form the primitive vertebral body. The vertebral arches and costal processes or ribs are formed by the migration of cells ventrally or dorsally from the vertebral body. At the conclusion of resegmentation, the embryo becomes a fetus.
Thus entire notocord becomes vertebral column.

Remnant of notochord in adults is nucleus pulposus of the vertebral bodies, from which notochordal cells largely regress. By the age of 4, all notochord residue is replaced by a population of chondrocyte-like cells of unclear origin.

Any animal with sufficient intelligence with the desire and ability to be accepted into a human society, in my opinion, should be allowed that opportunity. Remember, though, that being part of a society means that you are bound by laws as well as given rights. Also, note that the being must WANT to be a part of human society to be a part of it. This means that if we find another sentient being that we should not attempt to make it behave like a human.
