Not sure I follow the question. Usually it is the physician who is responsible (or the practitioner) for success/failures. But again, I think you need to explain better.

The General Practitioner is firmly accountable .. if they prescribe the wrong drugs, you can sue their socks off (even in UK) ...

... of course (in UK) the problem is getting another Doctor to stand up in court and testify on your side ...
