if you mean stop motion animation, you want a camera that has a non-zoom lense. remember you don't want any settings to change between shots. most digital cameras will shut down in the time it takes to arrange the next position, so you need one that can power up to the exact same lens position, exposure and focus setting reliably.

if you mean catching high speed action, you need to consider the shutter mechanism. A dslr typically has a focal plane shutter, which means it cannot be used with high speed strobe light to stop action. At high shutter settings, only a narrow slit exposes a portion of the focal plane. Even in daylight exposed subjects, this can cause shape distortion of moving object. Or put another way a dslr gets a 1000th sec exposure over a 100th of a second total time. A good quality "rangefinder" film camera with leaf shutter in the lens will give you the best options for both high shutter speed or strobelight stop action.

I really believe buying a camera is an individual choice.
The person needs to read alot of reviews on cameras and learn as much as they can from the internet.
Go to the store and hold them and try them to see what they feel like and how they take pictures.
I can only give a suggestion of what to look for in a new digital camera.

Definately a dSLR. Yes some of the compacts have a fast shutter, but they have too much delay taking the shot. dSLR's have almost non existant delay and will serve you perfectly for stop motion shots..

You can get a fairly inexpensive entry dSLR from about $500 up. It will be well worth it.
