a little.
what determines if you are overweight is body fat percentage which you can find out at the gym or dietitian. (bmi and scale are pretty irrelevant)
she has to make lifestyle (diet and exercise) changes to lose fat and never even think about starving her body - thats not the way fat can be lost- that way only muscle and water weight can be lost which means slower metabolism and gaining it all back.
find daily calorie intake calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours - it optimizes your metabolism)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have protein (lean meat, legumes etc) for dinner - repairs muscle
cardio is the only fat burning exercise and burns fat all over your body (running, jogging, swimming, spinning, elliptical etc) 4-6 times a week for 30-50min (ideally 45min because the first 20-30min body burns carbs and only then starts burning fat), weight training a few days a week but never work on the same muscle group two days in a row (more muscle=faster metabolism)
dont consume foods that are made of white flour (white bread, cakes, pasta etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

Yes, she is.

Eat only when hungry and not more than thrice a day. Nothing other than water in between. Include plenty of uncooked vegetables and fruits in each meal, preferably 50%.

Chew each morsel at least 32 times. Do not touch articles of food or the cutlery in between. This will activate ur body to generate strong signals of hunger/fullness. Obey these signals.

Take light exercises and brisk walks (minimum 20 min duration) regularly preferably twice a day.

U will achieve what u have not even dreamt and that too in a reasonable time. Do not be in a hurry. It is however to be noted that one cannot change the shape or size of different parts of the body.

http://www.mesayyes.info , my aunt got a free trial and paid only 5.49$ shipping and handling.
