I am tired of Picasa coz it does not fulfill all my photo management needs even though i am using the latest version. Is there any better free alternative or Picasa is the best in its class ? Also, if freeware is not an option, is there a better choice photo management shareware ?

For photo management software you can either get Kodak or Adobe Photoshop Album Starter
For image editing I recommend GIMP, it has many features of Photoshop and costs nothing.
GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, image composition and image authoring.

I think Adobe Photo album is going to fall short of what you want just like Picasa.
For the best photo management software, get Adobe Lightroom. It is a wonderful piece of software designed for photographers and managing thousands of photos.
$299 USD for Version 1.1 or find a legal copy of version 1.0 cheaper and download the free upgrade from adobe.com

there are several excellent photo editors like Gimpshop, PhotoPlus6 , ImageForge etc, and they are all freeware
