Grandparent's right do not come into effect unless the parents are out of the picture. It is not your child you have no rights over them unless they are abandoned, orphan or as you say abused. You have a right there. If she is being abused report it. Anyone can report child abuse and have the child evaluated to make sure they are okay. If they feel she is being abused you would have the first right to request her to live with you. Note; that will more then likely no be permanent and she will more then likely go back to her parents as long as they complete the right counseling and classes and other requirements the state requires for them to get there child back in a certain amount of time.

Call a lawyer for a free consultation. Call Child Protective Services so they can investigate. Call someone because if you really believe it and you don't do anything about it, you'll have a hard time living with yourself. If they remove the child from the home it might be better than her staying if she truely is being abused. Find out if you can apply for custody if she is taken out of the home.

Report it to your local Division for child abuse. There should be a local 24 hour number for you to call. Once that is taken care of the rest will take care of itself if it can be proven. If you have visitation take the child in to your local division of social services and let them talk to the child. Do not however, talk to the child about it before hand just the worker and give them insight on what you think is going on and let them take it from their. That is what they go to school for and the child hopefully won't suffer anymore anguish.
god bless and good luck

Exercise your rights if you feel that way. Children's safety comes first. Just now you're opening a big bag of worms so hopefully your suspicions are well founded.Keep a journal about your granddaughter things you see and hear it will help in any kind of legal matter and probably with getting them to initially check into it.

Report her to Social Services. You don't have to be the grandparent to want to protect a child. Call and turn the family in! You can even do it anonymously if you prefer.

Does your 3 yr old granddaughter, understand what is happening to her?

If you go through with reporting this, you'll need to protect her no matter what.

Deny promises from parents because they might run with her and it could escalate into something far worse.
