I'd say the slimfast shakes are more likely to do you harm than lowfat milk and sugarfree chocolate syrup.
Slimfast shakes have 40 grams of carbs, and 34 of those grams are sugar. If you have high blood sugar, you should be avoiding those shakes.

You can do some more reading about it on sites like webmd.com or eatright.org. Regarding 1% with sugar-free chocolate syrup, it's best if you drink skim milk, but 1% is better than whole so I'd say your ok. I would only drink the SlimFast shakes if your using them entirely as directed - and for a very short time. Because they are designed to be meal replacements, they have a high number of calories and carbohydrates, so I wouldn't suggest drinking them as a "beverage."
