It means he Rules of the Unbelieving World, in his own way. Basically, it is the Assumption that if you Fail to Resist his Will, he Wins(not that he Rules over God's world).
Satan is called the "prince of the power of the air" in Ephesians 2:2. He is called the "ruler of this world" in John 12:31,2 Corinthians 4:4, the unbeliever follows Satan's agenda.

Satan is the originator of sin, when he decieved Eve in the garden, Adam was not deceived, he simlpy went along with his wife. His sin was willful, and because of this willful sin, all mankind has inherited this fallen nature. The planet became a sinful world, and God is a Holy God, and cannot look upon sin. Satan was cast out of Heaven, ( out of his heavenly office of setting at God's right hand ) and onto the earth, which he had already ruined for God's purpose.
God knew this would happen, He also knew it was the only way to build a Holy world, where He could live with His holy angles, and holy people in paradise for eternity.
You must understand, without sin, without transgression, no one, man or angel would know how to be a holy being. They would not know what sin was. God foreknew all these things, He predestined those who would respond to the gospel message. The angels made there choice in Heaven at the time Satan was cast down, and took one third of the angles with him.
So until Jesus comes into His Kingdom, at the second comming of Christ, Satan is the god of this fallen world. True Christians think of themselves as citizens of the Kingdom of God, and not of this world. This is because when they became born of the Spirit, ( born again ) they allowed the Holy Spirit to come into their hearts and lives. They were changed by the Holy Spirit from the inside, they suddenly had no desire to break God's Holy Standards.
This is where the true Christian becomes seperated from the world, he is still in the world, but no longer of the world. Satan no longer has any control over him because he is filled with the Holy Spirit of God, which is more powerful than that which is in the world, ( being Satan ).
This is a never ending lesson, so for now, thank you for your time.

John 14:30: “[Jesus said:] The ruler of the world is coming. And he has no hold on me.” (This ruler obviously is not Jehovah God, whose will Jesus always performs loyally. The Bible says this because the "world" in this sense is referring to the condition that mankind or the world is in...or, this "system of things". The Bible uses words such as "world", "earth," "sea", and "man," to refer to mankind.
In 2 Timothy 3: 1, the apostle Paul speaks of a time, critical times in "the last days." In verses 2-5 of that same chapter he describes many of the attitudes that manking would have during this time. Jesus spoke of a time during the conclusion of this system of things that his presence would become evident. After considering visible proof of his presence after considering his words in Matthew Chapter 24 and Luke Chapter 21, it is evident that we are in fact living in the time that the Bible calls "the last days". The last days are the period of time that Satan has had his greatest power and control over mankind. Why does he have such power and control? Revelation 12:7-9 reveals how a war broke out in heaven and how Satan was cast down to the earth. In verse 12 it speaks of the heavens being joyful because Satan's corruptive influence was completely removed from there, since he was cast down and confined to the earth. Before that, he was able to roam the heaves and the earth as he pleased (in Job it speaks of Satan being in heaven in the presence of God and other angels). But the latter of that verse brings out, "Woe for the earth and for the sea, because the Devil has come down to YOU, having great anger, knowing he has a short period of time.” Short time for what?
The Devil does not want mankind to worship God, so he is
making an enormous effort to turn as many people as possible against God by maligning and hiding the truth (about God and His purposes) from mankind. 2 Corinthians 4:3&4 brings this out when it says, "If, now, the good news we declare is in fact veiled, it is veiled among those who are perishing, among whom the god of this system of things has blinded the minds of the unbelievers, that the illumination of the glorious good news about the Christ, who is the image of God, might not shine through." So since humans are his primary targert he has made himself 'god' of the inhabitants of this earth as a result of his great influence over mankind. 1 John 5:19 also says "the whole world is lying in the power of the wicked one".
So when the Bible refers to his a 'god of this world' it means that his influence is great over mankind ist the reason for the suffering that we are experiencing is due to the fact that for a short time he has such control of the world at this time. Satan has been ejected from heaven.
(Revelation 12:7-9) And war broke out in heaven: Mi′cha·el and his angels battled with the dragon, and the dragon and its angels battled 8 but it did not prevail, neither was a place found for them any longer in heaven. 9 So down the great dragon was hurled, the original serpent, the one called Devil and Satan, who is misleading the entire inhabited earth; he was hurled down to the earth, and his angels were hurled down with him.
Satan has had control of the world right from Jesus' time on earth.
If Satan did not 'own' it, then how could he have offered Jesus "All the Kingdoms of the world" in return for one single act of worship [ by Jesus to Satan]
Jesus rejected the offer.

Because Adam had dominion over the earth, and when he fell in the garden through sin, he gave it to Satan.
That is how satan in the New Testament was able to offer all that Jesus saw while being tempted, it was his to offer.
