I need a fairly basic program that can do simple tasks like cutting out the end of an .mp3 file, i.e. shortening the track.

Adobe Audition is a good audio editing software, it has so many tools that you can use.

But if you are looking for a free software, try Audacity, it has the tools for simple editing. and if you are to use it for mp3, be sure to download the lame library

I recommend Adobe Audition (formerly Cool Edit Pro)

Update: SoundForge is decent but like Adobe better.

I use audicity and i'm very pleased but i've heard goldwave I think it was, is good
