into a black poor neighborhood and decide I want to shoot someone, I don't have to fear that anyone who saw me would report me to the police? This amounts to animal-like barbaric behavior, can this be true?

Ok...i did not see the episode either...but i have attended seminar's about snitiching and it was a common topic at my college...i also worked in the NYPD for a year...the belief about snitches is that in certain parts of the city...some call the ghetto...more commonly referred to as the projects....they even have their own branch of the NYPD called the housing dept.....but besides that, statistics show many many more arrests and general harrasment in those areas such as stop question and frisks.....this gives people living the projects a mentality of "us" vs. "them" (the police)....i have been on patrol in these areas and you seriously have to sometimes look up for falling air conditioners....the people feel they have to bind together against the police and because gangs and young people run a lot of these areas, fear and belonging to these gangs creates the perception of "snitches get stiches"...you are basically betraying the "us" and helping the enemy....so somtimes this is how it happens, that people may see a crime, but not report it out of fear or hatred for the police...ever heard anyone say, "we aint talkin to the cops"...well it is hatred for the cops as well...don't help the enemy

sirbobby we must be neighbors. We know the police may take a written statement, might go talk to the DA Monday, maybe go try to gather more witness statements. We file these reports to offer up the opportunity for them to get off their a@s, and then we TCB our way! I've heard cops beg people not to do this, but, with ineffective and inactive being a job description, we know they won't do ANYTHING to either side! We of the old school of hard knocks don't need guns, sticks, buddies and all that sissy stuff. Why gang up all at once when each beating causes more pain than the last? To call it barbaric is an uneducated remark. It is called Neighborhood Watch in most areas. Here it's just called reality!!!

Perhaps I should not answer as I did not see the episode you're referring to; however I would venture to guess that it is the low amount of witnesses in more dangerous communities.. am I correct? I believe the lack of witnesses has to do more with the fear of retaliation from another resident within that community.. and NOT some outsider.

While it is true that in certain neighborhoods the amount of witness statements is lower.. it is not necessarily poor black neighborhoods but neighborhoods where there is a lack of trust in the police.. or where there are virtually no law-abiding citizens.

I didn't see the report but I can tell you that your scenario is not true.
I worked many years as a officer on the west side of Chicago (I figure anyone with the moniker of Illini would understand) as a tactical officer and detective. While I had problems with gang bangers sometimes not talking, the younger ones especially, people in the poor black neighborhoods would talk to the police just about on the same level as people in nice areas. Actually I had more trouble with rich people, they all lied no matter what you asked them.

No that isnt true. Some people are afraid to tell on others if they suspect it was a gang shooting and then the gang will go after them. If you go into a place and shoot someone, the locals will know you arent a gang member and will report you.

That isn't necessarily the right concept. Most won't get involved and report it they do not wish to report their own, out of fear for their lives and families.

But that doesn't mean someone might not do it, so I wouldn't get all cocky and think you could do this.

Not my hood, but I suspect that if you caused some grief, the people involved may not call the cops, but would TCB somehow.

idk if its true but if the ppl who live there see that this is a "daily thing" then they would probably not report you but remember, there is always an angel who does the right thing and will report you... i suggest you don't try this anyways since its against the law... duh
