This may sound stupid, but....
Learn an instrument and play songs, singing them. That gets you noticed right away.

If you aren't geared that way, do sing karaoke. If you can find one that is under 21, that is.

a big thing I do is Karaoke it sounds dump but it helps the stage fright! LOL and talent shows are good too! Download programs that are recording studios on you PC and you can make demos and send them to record labels to listen to!

I CAN'T stress this enough!!!! READ THE FINE PRINT IN A CONTRACT!!!!! Look at every detail... the music biz is full of backstabbers make sure that you KNOW WHAT YOU ARE DOING once you sign that contract!! Because if you DON'T do what your label tells you then they can lock you next few ables in a vault after you make them and you can't do anything! You can't get the records and you can't get any from your contract and NO other label will touch you until your contract is up.... which could be never!

I hope this helps! And I don't mean to scare you but I believe that you should be for warned!
