Because they have enough money that they can get out of jail. Then they hire a really good lawyer that states they were framed and again, they get off with nothing. Also the media causes uproar with the general populous so the courts may be intimidated to sentece them to prison for fear of someone trying to break them out, or rioting because they get incarcerated.

Because they support the Law Enfocement community, just think if they all get locked up only correctional officer will have jobs.
