How does the government go about capturing top-of-the-line aircraft from allied and enemy countries without the public knowing?

The aircraft are transferred to us from another nation which may have seized the aircraft during offensive military operations. One great source of Soviet aircraft has been the State of Israel who wound up with a whole bunch of MIGs from various Arab nations they have fought. We also gained aircraft from defecting pilots of the Soviet Union. One MIG-29 was flown to Hokkaido Island in Japan nearly thirty years ago. The pilot defected and became a guest lecturer at Nellis Air Base and the University of Nevada Las Vegas ROTC department. That MIG, along with others, is assigned to the Aggressor Squadron at Nellis and is used in the Red Flag training program to train pilots how to fight those types of aircraft.
The public has no need to know when these aircraft are acquired by us. Just as they have no need to know what goes on at the Groom Lake facility, wrongly referred to as "Area 51". It comes under the National Security Act of 1947 (as amended).

The MiG-29 is old hat, in fact the USAF Museum has one.

During the Cold War the US managed to acquire flyable Soviet fighters from various sources and proceeded to test them at Groom Lake and other western bases. Much of this information has been declassified.

I doubt they even bother now; the Russians are much more open about their equipment, because they're trying to sell it internationally. If US analysts subscribe to Aviation Week, and attend the Paris Air Show every year, they'll learn all they need to know.

I have no doubt the US has aquired all sorts of MIGS and Sukhois. I just doubt they would test them at Area 51, that is a place for advanced projects only.

If the US wanted a Mig-29 Russia would more than likely sell them one. They will sell almost any sort of weapon to just about anyone with the money to purchase it.
