Yes, and the first bishops, too.

It was only upon the 12 apostles that Jesus bestowed a special outpouring of the Holy Ghost, empowering them to forgive sins in His name. See John 20:21-23

In Matt. 18:18 the apostles are also given authority to "bind and loose." The authority to bind and loose includes administering and removing the temporal penalties due to sin.

The successors of the apostles - Catholic bishops and priests - carry on the mission of the original 12 - to spread the gospel and administer the sacraments.

These are the 24 elders sitting on thrones around the throne of God in heaven. They are symbolic in that they represent the harvest of souls from the earth. The 12 tribes represent Israel who are the first-fruits of the souls from the earth and the 12 apostles represent the gentile Christians who are the rest of the souls who have been saved. Together, with Jesus as King, they complete the Kingdom of God.

the 12 apostles were representatives of the 12 tribes of Israel. Generally, they are the apostles for the nation Israel, and not for the Gentiles (people outside the nation Israel). They will judge the 12 tribes of Israel in the future (Luke 22:30)

Matthew 28:18
Then Jesus came to them and said, "All authority in heaven and on earth has been given to me. 19 Therefore go and make disciples of all nations, baptizing them in[a] the name of the Father and of the Son and of the Holy Spirit, 20 and teaching them to obey everything I have commanded you. And surely I am with you always, to the very end of the age."

Yes...and no. Technically, they were the first "Episkopoi" (Bishops). They were επίσκοπος, from επι "over" and σκοπος "seeing" of the first Churches.

To some extent, in the Early Church period, the words bishop and priest (episkopos and presbyteros) are synonymous.

1: Role of the original disciples: to disseminate, under color of the "Great Commission," the Word of Jesus as best as their confused minds would allow them to propagate it

2: First priests? If they were, it was contrary to Jesus' instructions.

Jesus needed an inner circle to learn his teachings and keep him informed of the success of his ministry. He sent the 12 out to preach, and then later the 72. He needed people from different backgrounds and towns to lend credibility to his message.
