Forget about theology - lives with your conscience. Your conscience can only be your friend if you have accepted the Christ Sacrifice and applied His blood to washed away all your sins-past present and future while on earth until He comes again. Question to ask, Are you washed in the Blood of The Lamb ?

I think it means that conscience has to be more than just a feeling. The feeling has to point to a foundational idea.
For example: "All men are created equal". Even atheists who don't believe they were created feel good about that statement. But for those who believe that God indeed created us all as brothers and sisters, the statement has authority beyond just a good feeling.

It means you not only have to know the Church's position on a particular question, but how and why they arrived at that conclusion, before you are free to disagree with it.
