Does it mean I can bring a backpack as personal item and a carry on bag?

As long as the backpack is about the size of a purse or a laptop case and Not a hikers pack.

I don't know, but if you're going to try to be some sort of airborne lawyer, and finagle an extra bag on the plane, you should either be prepared to leave one behind, or pay the extra fee if you have one that has to be checked. You can fight with the person at the counter about it, and cause a big stink, or you can just do it their way.

Or you can actually call ahead several days BEFORE you fly, find out what will be allowed and what isn't, and plan accordingly. Going directly to the people who make the rules and asking them for a clarification seems pretty sensible and logical to me.
