there is no such average as everyone gains muscle at various rates as there are many different variables which effect anabolism in the human body. training only provides the stimulus for growth the diet ultimately determines the size of the body. in terms of bodybuilding the diet is 80% of the equation. going to the gym daily and training hard is easy eating 5-7 meals daily for years on end is not.

but if the weight gain is symmetrical on the body usually an increase of 1" on the upper arm is seen with an increase of 10 lbs of lean body mass. remember that the tricep is 2/3 of the upper arm.
