Who will issue NOC, my employeer or Saudi Arabia Chamber of Commerce?

I work in Saudi Arabia, now finished my contract and be going home, who will issue me NOC, my employeer or Saudi Arabia Chamber of Commerce

NOC, the no objection letter will be issued by your sponsor and it has to be attested by the Chamber of Commerce and authenticated by the Ministry of Foreign Affairs of KSA to enable you to comeback to Saudi in a new work visa with another sponsor.

Not all job types require NOC.
If you're working as professional or expert engineer, you don't need NOC to get a new contract.
