I currently own the logitech MX-540 5.1 surround sound speakers for my pc. Do the Rear speakers seem to not be as powerful as the front and center speakers? Or is that normal for all types of surround sound? The rear speakers seem to create lots of treble but no bass.

The two rear channels aren't supposed to carry a lot of sounds, mostly to help you locate where a sound is comming from especially if it is moving from front to back or off to one side or the ohter.. The bass should be comming from the subwoofer.

YES and NO

Logitech makes only low grade system. What were your expecting? In low grade systems have tinny sounding speakes, especially out of under powered rear speakers.

The other problem is you might have to long of a wire for its gage!!

Increase the wire gage and/or shorten the lenght of the wire!!

However this will only help a little, sorry!!
