It's a misapplication of the Scriptures where traditions of men have replaced Biblical truths because people always try to elevate one group of people above another and get into the "upper group".
It comes from picking a passage like this out of the whole context of the Bible...
James 5:14 Is any sick among you? let him call for the elders of the church; and let them pray over him, anointing him with oil in the name of the Lord: 15 And the prayer of faith shall save the sick, and the Lord shall raise him up; and if he have committed sins, they shall be forgiven him. 16 Confess your faults one to another, and pray one for another, that ye may be healed. The effectual fervent prayer of a righteous man availeth much.
...and ignoring what passages like this really mean.
1 Timothy 2:5 For there is one God, and one mediator between God and men, the man Christ Jesus;

Jesus authorized men to forgive sin:
"If you forgive the sins of any, they are forgiven; if you retain the sins of any, they are retained." -- John 20:23
We are instructed to confess to one another:
"Confess your sins to one another" -- James 5:16

Because Catholics are mislead. For centuries, the church wanted to interpret the Bible for them. Pray to Jesus, not man.
