I usualy ride it around down the street but my dad said i needed a license plate on my gokart in order to go down town.

Go-carts do not meet "street legal" specifications such as lights, turn signals etc. This means they cannot use public roads. I guess you have been lucky so far that you have not been caught. You would also need a drivers license and insurance.

Most jurisdictions will not allow a go kart on the public roads, but only on private property. In the few places that do allow them they would have to be inspected and found road worthy, insured and licensed, so if you live in one of those areas, yes, you would need a license plate (and probably many other things like brake lights, turn signals, etc. etc.)
