I really believe buying a camera is an individual choice.
The person needs to read alot of reviews on cameras and learn as much as they can from the internet.
Go to the store and hold them and try them to see what they feel like and how they take pictures.
I can only give a suggestion of what to look for in a new digital camera.
Good Luck

my suggestion
go to yahoo shopping
digital cameras
digital camera GUIDE
be sure to check titles on the left side
the guide should answer your questions

Go to your local newsstand and look for a Buyer's Guide - all the photography magazines publish them. Most of them have web sites, like shutterbug.com.

You may have to check Sea&Sea or Ikelite for an underwater housing. Chances are, the camera you choose won't be waterproof.

Good luck.

One thing for sure. Higher megapixels does NOT make it good quality. Start reading reviews. dpreview.com

megapixels are just a selling feature. anything above 5-6 is useless unless your printing garage size images. your pc monitor/screen cant see that high..hi def screens are better.

sony cybershot cameras are really good, my friend has the 8MP one, which is pretty damn good and there's a 12MP one that came out recently i think.
they have really sound features on them, like blurring sides and loads of other stuff.
