And what should I say when I ask to reschedule? I need something neutral. I understand that things come up, and I don't want to sound like I'm blaming anyone (including myself!). Everything that I can think of saying (we must have gotten our wires crossed..., I was under the impression that..., I was expecting your call) I'd like to reschedule the interview.

You can say, I was expecting a call, but did not get one. I am calling now because I am very interested in the position and did not want to take the chance of missing the opportunity.

Do both.

I'd start with: "It looks like my interview had to be rescheduled..."

It cant hurt to e mail. If she doesnt reply back, I would consider them not interested.
