Against kickers especially taller ones you have to give them a lot of motion and movement as well as work angles so foot work and timing are very important in this. Fakes and feints will also be helpful as they get tired picking up and firing their leg and you can sometimes wear their lead leg out and then get in on them or when they hesitate to pick it up or throw it move in. Joe Lewis has some very good drills in one of his early books concerning distance and using motion and broken movement to close the gap and get in on someone so I would recommend you take a look at some of them.

Well,I have never point sparred nor do I know the TKD rules for such sparring but as a kung fu practicioner I have sparred many many times and find that most people instinctively attack in a straight line. I have found the best way to "throw off" someones plan of attack in a straight line attack is to work in circular patterns or what is sometimes called walking the pa-qua circle. It will keep the opponent from grounding good so the high kicks will be harder for them to use as effectively but in turn circular movement will make it easier for you to evade because you can change the direction of your circle in the blink of an eye which in turn opens up your opponent to many potential target ereas.If you have ever watched Jet Li's movie The One he uses the style Pa-Qua which works in circles to defeat the bad Jet who uses Hsin-Yi which is a linear style.I know this is probably not much help but try it sometime while practicing.You might just be suprised at the results.

How are you blocking the kick, and please tell me they dont wear shin gaurds?, Personally when someone used to leave their lead leg in the air to keep me on the defensive, i would block their kick with my elbow or shin to shin... they wont be kicking just to kick any more... I couldnt stand ppl who wasted movements jus to eat up the time without really having a chance to hurt me... even in a point system that's not what tkd is about and man the olympics make me mad... seriously, find a way to inflict pain within the rules.. thats what i did, as long as you can take more pain than the person that trys to hide behind the rules to win (like floyd maywether, but dam he is fast)

Push their leg higher ;] Block it with a high block and step in to do a kick or punch. I would personally block with my arm closest and do a quick front snap kick, or a combo. I would end it with a side kick, but I took TKD so that would probably mean I'd follow it up with another kick, hehe.
Or just do a spinning back kick while their foot is suspended in the air. A spinning jumping back kick works wonders, too, in this situation, and would get you two or three points rather than just one.

If their foot is that high a god old traditional boxing bob under the leg to the outside of their guard fallowed by any number of various punches or kicks to their very exposed side and ribs

Not too familiar with point scorring. Could you do a irimi tenkan type motion to get around exposed leg then strike side? Or try sport Ju Jitsu where you can just pick them up. Lots of fun
