It could be the book to the Ephesians. This letter was known to be circulating at that time, so a copy could have been in Laodicea, and that is what Paul was referring to. Or, it could simply have been lost. If that was the case, it certainly was not inspired by the Holy Spirit to be Scripture, since God's Word cannot pass away.

Seriously, there are no "lost books" of the Bible.
If you take the position that the Bible is just a collection of writings from men, then there are no lost books. The leaders of the church got together and decided what was going to be in the Bible and what would not. They decided at that time what would consitute the official dogma of the Church.
If you hold that the Bible is the inspired Word of God, then there are no lost books. God would have made sure that all we need for our salvation was contained the Scripture He prepared for us.
Therefore, there are no lost books.

Do you have any credible evidence that this letter ever existed? I have not heard of it, nor found it mentioned in my sources for early writings.
