If you are asking the power of these two hand held thing for attack purposes, the pepperspray is much more effective than tear gas which you have to be in a distant in order to be effective.
In the spray you have to be near the subject while in the gas it should be thrown a distance away from you. I prefer the spray.

Pepper spray is made with capsicum. It is a natural substance that does not cause permanent, or even temporary, injury. It washes off with water and can be relieved immediately with sugar water.
Tear gas, there are 2 kinds, can easily cause burning of the skin. It is also slower acting than pepper spray and not as effective as a self defense tool as pepper spray.
Neither work well when sprayed close up.
State and local laws vary on what can be carried and how they can be used.
Very few places still sell hand held tear gas.
Most police departments now use pepper spray.
Even the original hand held tear gas company, Mace, changed their formula years ago to pepper spray.

Tear gas is an older nerve agent and a bit more restricted. Pepper spray is derived from oleoresin capsicum which is from a type of cayenne pepper.
