He probably withholds a lot of info from a lot of people. TS is easy to get, but you still have a need to see the info before having access. Besides, Bush doesn't hand out secret info anyway.

Senators Leahy and Torricelli proved long ago.If you want it to stay secret.Don't give it to liberal Democrats.It can cost people their lives.By the way,you can bet Mr Clinton kept plenty from them too.

When you are dealing with sensitive material there are a couple of things that have to be taking into account. The clearance level of the person, and their need to know.

Well, it could be that the info is indeed TOP secret, and no one without the highest level security clearance can see it.
