I am not expert, but my understanding is that fans should turn in a circle for proper cooling.

It depends on how much cooling you need. If it's really hot, having the air flow directly down on you will cool you off faster. But, when it cools off a bit at night, this direct air may be too much and give you a chill. So, you reverse the direction of the fan to pull the air up, which pushes it along the ceiling and down the walls to give you an indirect flow of air.
The direction you choose is whatever makes you more comfortable at the time.

Depends on the fan.
The leading edge of the fan blades needs to be lower than the trailing edge of the fan blades to push hotter air to the ceiling. Being lower as it rotates, it scoops the air and drives it to the ceiling.
Obviously in the winter, the leading edge would need to be higher than the trailing edge to scoop the hotter air at the ceiling and drive it to the floor.

It depends on where your vents are located. If on the ceiling, clockwise for summer and winter. If on the floor, you want clockwise for the winter and counterclockwise for the summer. This way, it will take the rising heat from the ceiling and warm your rooms better and in the summer, take the cool air from the floor and force it through the room.

Everything I have read says they should blow downwards. My own belief is that heat rises and having the fan blowing down brings the hot air down. Cool air settles in lower areas so my thought would be to run it to bring the cooler air upwards and spread it through the room.

hot air rises so they say you want to pull the cooler air up from the floor.....it doesn't really matter unless you have really tall ceilings. It will actually feel better if you have it blowing down. really tall ceilings is a different story especially in the windter because yiou want to push the hot air down and get it circulating

Your blades have to pull UP the hot air NOT push it down.
Therefore the blades will have to rotate counter clock wise to cool.
What you will be doing is helping the hot air to rise above you, not keeping it at floor level.

they should blow the air up to the ceiling
that way the cooled air will wash down the walls and across the floor where it will get picked up to the ceiling again...........
otherwise if your just blowing the air straight down your just pushing the hot air down , because thats where the hot air sits since as we all know ...hot air rises
so up on med. or high speed for summer and down on low speed for winter
