I'd say college, for several reasons:
1) More students=more women to choose from.
2) The cliques from high-school are gone. It no longer matters who the 'cool' kids are. The only social factors that make any difference are if you are a starter on the football or basketball team. Otherwise you have a blank slate.
3) Out of state students are more likely to be willing to form new friendships/relationships as opposed to kids that grew up together.
4) Everyone is a little more mature, and being away from home tends to loose people up a bit.
5) Lots more parties and social events, plus lots and lots of booze.
6) Unless you are deep into your major, the chances of running into the same women from quarter to quarter are slim, so each quarter you have a fresh start. Were you a nerd last quarter? You can make up for it next. Also, if you really blew it last quarter, you don't get the gossip following you around like in high-school.
7) More clubs, volunteer opportunities, and common-interest groups to change.

College is a better place for meeting girls with open minds and like to party or hook-up, most high school girls are sometimes too shy about meeting someone new.

The first two weeks or so of the fall semester at college is the best time to get girls. After the first couple weeks or so all of the really hot chicks drop out, probably because they realize that they can just find a man so support them in life, so what i would do is not waist your time or money actually going to college, like i am currently doing, and just walk around the campus for a week or two and get a bunch of numbers and then have a good old time.

For most people college offers a "larger pool" to pick from. I think high school is a time for dating and figuring out what you really want in a partner, but most people I know meet their partners in college. It is also very difficult to make a high school relationship last after high school because both people involved are becoming adults, once you are in college you are already making or have made this transition. I am 27 and have been with my college sweetheart for almost 8 years now!

In both high school and college, you should just be worried about having fun and being yound. Don't try to get all grown-up and enter into a serious relationship. You've got your entire life ahead of you. Your personality will COMPLETELY change in your mid 20's and you'll probably not even like the person you're with now.
Don't marry before you're 27 because you won't know yourself completely before then. Don't have babies until you're 30 because you need to be financially stable, and comfortable enough in your relationship to handle the concept of having a child.
These are all just the lessons in life I wish someone had told me. You'll really save yourself a lot of trouble if you listen.

College. You meet more variety of women from all over with different interests, not just one area that a high school draws, and also the college social scene lends itself to meeting women more than high school dances or parties in a friend's parent's basement.

Depends on your age....

Both are good places, if you put forth the effort, then anywhere is a good place to meet girls, even a store, a party, a gas station, any place you see what you want, just walk up and start talking with confidence.

high school is good for young girls who are usually not that mature. college people in general have matured just a bit but enough to not have so much drama in a relationship. i also think there are more girls at college

college-since girls are more independent in college, many are away from home, don't have parents breathing down their backs--in high school, girls are immature, mostly, and just wanna expereiment, in college you meet your extremes: total party girls who love one-night stands, nice girls who want to be with you, generally, in college, girls know what they want more--thats a sign of maturity, which is a bonus, i would say!
