Option 1 like your friend said is an effective way to learn front end development, I've learned it that way. And what do you exactly mean with creating layouts? The coding or make them from scratch? You create layouts in Adobe Photoshop and you base them to HTML and CSS files so you can use it for websites.

definelty hypedrive, they are pretty well established, or try a google search to find someone. you may have to get two seperate companies and I know this can be expensive.
