Well, your mother would be 50% and the rest would be whatever your grandmother is.
If your father is 0% and your mother is 50% German then you are 25%.

Degrees of ancestry (at least for those with Native American ancestry) run something on this order: 1/2, 1/4, 1/8, 1/16 (at which point, the Bureau of Indian Affairs stops counting), . . .
Everyone has two parents, 4 grandparents, 8 great grandparents, and so forth.

25%, assuming none of your other grandparents have any German, and he truly is 100%, which is not possible these days. Somewhere back in the line, you will probably find he had some distant ancestor who was not German. Therefore, he cannot be 100% German.
