...I just want a TV (19" or smaller) for my last year at college and probably won't own it longer than that. I need something that I can get shipped to my school address because I won't be able to travel with it. Do regular stores even sell them anymore...because everything I've found are way too expensive flat screen LCD, HDTV or something of the sort.

I have already searched ebay.com, amazon.com, circuit city.com, best buy.com, overstock.com, walmart.com, target.com and craigslist in the city of my school.

Most repair shops have good used sets on the cheap. You could try your local pawn shop. For the price you state, you will likely need to stick with a second hand set.

I don't like advertising stores, but I assure you that modern, non-LCD/HDTV/etc, 19" or higher color TV's are available for under $200 (there are some 5" and 12" color TV's available for around $50, but who wants to spend time squinting at a tiny screen?). Many retailers offer free delivery, including most of the online stores you listed! And are you telling me that there are no retailers in your school's town that sell TV's? Don't you think they'd cater to college kids, including helping with delivery and setup, perhaps for a small fee? And don't you have any friends with cars and muscles who'd be willing to help you? (you'd be surprised how much help you can get with a few fresh-baked cookies!)

Are there any furniture/appliance liquidators in the area of your college? You could try there. Or try calling around to motels, and hotels around your college and ask them what happens to the old tv's when they renovate.
