Your parents' policy will cover you whether you are named on it or not. As a member of their household, you are assumed to have access to their keys and whenever you drive that access to the keys is implied permission to take the car. The only way you would not be a permissive driver is if they call the police and report the vehicle stolen knowing full well that you have it.
The problem some from that fact that as soon as the insurer finds out there is an unrated driver on the policy, they will issue a Risk Advice on it. If they're feeling nice, they will automatically add you to the policy and increase the premiums. If they're feeling mean, they will non-renew the policy since your parents technically broke the contract by not having you named on the policy.
If you're just asking about short-term coverage, say in the week it takes for the agent to get you added, fear not, you WILL be covered.

It's best if you are listed on their policy. I don't know where you live but in my state the insurance companies can pull DMV records and if they find more than one driver at the same address they can require all of the drivers in the household to be listed on the policy. But there's a difference between listing a driver and rating a driver. You should go to your parents insurance company and ask them their advise. There is no advantage for the insurance agent to add you to the policy so they'll be honest with you about it...what's right for you.

Yes, you're mom is correct. Being from the same household and driving the same vehicle, it should be very easy to add you to her policy. It should only take one phone call to her insurance company. Don't be surprised if your mom wants you to pay for your own insurance on her policy. A lot of parents do that. Since there will be multiple drivers in one household, it shouldn't cost your mom too much extra. And, most insurance companies give a good student discount, if you keep your GPA above 2.0.
Also, keep in mind that you should never drive anyone's car without proof of insurance. So, don't go driving your friends cars either until you're insured. And, never let anyone drive your own vehicle without proof insurance.

Assuming your parents have a standard or preferred policy you will be covered as soon as you get a license as long as you are a member of their household.
As a claims adjuster I have paid many claims over the years I have paid tons of claims for new drivers who weren't named/listed on the policy. Many of those claims were on the day that they got their license so drive carefully and smart.
Your parents still need to call their agent and tell them that you are a licensed driver and provide your DL # etc.

Yes it is true. Until you are added to their policy, you are not covered. They could be cited if you have an accident before you are added. Just because you live in a house with insured drivers, doe's not mean you are covered automatically. If that were true, the insurance companies would go broke.

YES!!! If you get pulled over and have no insurance you can get in a lot of trouble. OR you could get in an accident and wreck your mom's car. Without insurance you will have to pay for all of the damages yourself. Think about it. Is it really worth the risk? Listen to your mother.
