If you're a minor, then no. As a minor under the age of 18, the State of California does not recognize your ability to understand the legal ramifications of contracts presented to you. As such, you cannot legally bind yourself to a contract on your own.
Without the signature of a parent or guardian, anything you sign is not a valid legal document and will not last 5 seconds in court. As such, noone will sell you a car if they know you're a minor and no insurer will insure you. If they did, you could default on the financing contract or insurance contract and it's their fault for not checking your majority status, or ignoring it.

It's possible you could buy a car, but not get insurance to drive it without your parents permission. Most insurance companies cannot/will not contract with a minor. Too many legal issues. Overall, buying the car is a mistake.
