I know I do if I am selling items in the city. But If I am selling items out of state, Do I still have to pay city taxes?

Yes, for any business you need to file with your county or city hall, you can get a tax id number from that.

Depends upon the tax. Sales taxes are normally only collected on sales in the local jurisdiction. If there's a city or county income tax you'll have to pay it if you live in the jurisdiction.
