You first need to be accepted for a Police career, and you will be checked out fairly thoroughly that you have no criminal record etc. Only after that do you need to consider your qualifications in IT. Obviously the better you are experienced and qualified in computer technology the better your chances of being selected for such employment within the police.

I can answer this as i work for the police, the Hi-Tech crime unit as we call it in our force have one police sgt. running the department other than that they are all civilian IT staff, to be honest they are a small department and vacancies hardly come up often, when they do recruit they will advertise in the paper or on the website or go straight to a agency, the civy staff that do the interrogating of computers and mobile phones etc have all had IT experience with various IT qualifications, i am not sure what qualifications you need but some of the things they do is recover data from deleted hard drives, crack passwords on laptops and desktops etc so i am guessing you will need to be pretty clued up and have alot of experience in IT. Its not a glory job, once they find say "child porn" for example they write a statement about it, print some copies for evidence in court and send it to the officer in charge of the investigation, rarely they go to court to say how they found it on the pc, other than that they then move onto the next computer or phone, there is "no action" if that is what you are after, the police officers themselves seize the equipment almost all of the time, i have with all my jobs, so don't expect to go out on house raids.

If you want to work in CSI (forensics) then you can as a civilian you dont have to be an officer... However CSI do not deal with child pornography.. that will be CID and you do have to be an officer to work in CID.. You would have to be an officer and work up the ranks to CID ie be a Detective.
To work in CSI you would need a good level of eduction and preferably some photography qualifications. Science is also needed at a good grade.
To get into the police fore is about the same.

I would forget the police if you are any good at computing. I have a friend who is a technologist with SIS. The Secret Intelligence service - and MI5 need people. Become an MI5 agent! lol
