and if not,can someone,mabye a cop explain to me why police can tazer a man,whom was already on the ground,not resisting in anyway again,because he was spouting off at the mouth??

no,this guy was handcuffed laying on his stomache in the middle of the road.granted he had a nasty mouth,and he was telling them,and they did keep telling him to shutup.they did warn him 3 or 4 times that if he didnt they would taze him again.in my opinion,this is totally unnessary.ever heard of sticks and stones may break my bones but words will never hurt me?this is wrong,yes hes a criminal,so what,he is a human.and how can any grown human being take out a tazer to someone who can not and is not hurting them and be able to sleep at night?nowadays we have all these little screwed up cops,on power trips thinking they are above the law.and it seems like some of us are saying they are.im not its wrong period.they should of ignored him,he could not have hurt them at that point.

You do have a right to free speech when it doesnt harm anyone. Most states have statutes on their books stating that yealling at an officer can constitute assault. This is the way it should be because officers have to step into dangerous situations and if people comply "Generally" things go down without a hitch and in the cases when it doesnt the officer should be punished. On the other hand hind site is 20/20 and you dont know what that officer was going through when that was going on and if he/she thought it was necessary then I will side with the officer.

Free Speech means only that you can't pass laws restricting freedom of speech, except in those cases where it could cause an immediate danger to the public, such as yelling "fire" in a crowded theater, or yelling "highjack" in an airport or on an airplane.

Sure, you can say what you want, but that doesn't mean that saying something won't have consequences. Cursing and yelling at a cop when you're being arrested and the cops have told you to be quiet would be one of those times. Cops are entitled and trained to control the situation, and if that's what has to be done to control the situation, then so be it.

As long as the officer's are executing a proper arrest and are operating on probable cause, then they have the right to maintain order and we should respect that and listen to their commands. Maybe they could have continued without tazing the person, but, just watching it on tv would not necessarily give the average person enough information to make that call.

Depends on what the guy was saying. I went through SP training and if a suspect was bashing out of the mouth with threatening violence and restraining even with cuffs on, we were allowed to tazer him. It's just enough to relax their muscles and hopefully make them think again about wanting to do violent acts on the officers.

We have no rights and the cops have the power to do whatever they want. This is America the land of hypocrisy.

Was he not resisting? You know this how?

I do not know of which video you saw, but I do know that when a man/woman locks up their arms and will not allow handcuffs to be placed on them, that is resisting and will be met with force.

So was he limp and just yelling?

We do have a right to free speech. However, that person you saw on tv is a criminal. We can't use foul language to authorities.

No, you don't anymore.
If you don't have a copy of the Constitution, go get one and carry it with you everywhere you go. Make a list of all the violations you see to the Bill of rights. Try to find one that's not being violated.

I dont kno how that is allowed to happen..my stepmoms cousin actually died when the police tazored him...he was on the ground with his hands to his head and yelling "DONT SHOOT" but they shot...witnesses testified to this but somehow the cops got away with it......such a shame....
