Using a potato you risk over pressuring the barrel and blowing the rifle up in your face. the .223 cartridge can NEVER be silenced simply becuase it's not a sub sonic round. With a GemTech suppressor, or similar, you can greatly reduce the sound of the rifle, but it will never be as silent as Hollywood likes to make them. Get a class 3 permit, and buy a Gemtech, best investment I've ever made.

I would go with nothing less that a 6-18x40mm why? Well you can shoot fox with the scope on 6x to give you a wide field of view. Then if you want to go after ground hogs or other varmints you have the power to see them at 300 or 400 yards. I have a 6-18x40mm Leupold VX-II on my 223. I have a 6-24x40mm Bushnell Elite 4200 on my 308 target rifle because that is my long range varmint rifle shooting 155gr Palma match bullets. Once I get her dialed in it will be hell on ground hogs out to at least 500 yards. I prefer the 6-24x40mm for all my varmint rifles. but the 6-18x40mm works just as good here in the east.

First off you cannot silence a .223 but you can "Supress" the noise. There are no existing silencers for the .223 round that totally eliminate ALL noise (Homemade or otherwise..).. The Military and Law Enforcement guns have "Suppressors" that reduce noice by 80-90% but they are still audible when fired.
As you have already been told, "playing" with a .223 as you are with a "water bottle" silencer is not only foolish, but dangerous.
The only thing more foolish is the "potato" trick you got here from another answerer. I hope you are intelligent enough to listen to sound advice you are getting here....

You can silence a .223 rifle unless you load it with subsonic ammunition.
Even if you manage to silence the muzzle-blast, the crack of the bullet breaking the speed of sound will be pretty loud.
If you need a quiet shooting rifle, get a .22 LR, and load it with CB Caps from CCI or Aguilar.

Wear ear plugs and muffs, then it will be quieter. The other answers are correct and they bring up a point. One of the ways to quiet down (not silence) any rifle is to use lighter loads with slower bullets. But then you are going backwards in time to old guns with old slow bullets. You might try one of the rimfire .17 rounds, I understand they are quiet.

You can't as the bullet excedes 1050 feet per second at the muzzle and the crack heard is the sound barrier being broken. You can muffle or suppress it a little but that is it. Why bother? Spend money on something fun instead; like a rifle in a real caliber such as 30-06 or 8mm Mauser.

Class III license, buy a real silencer. It replaces the normal muzzle break. As JD says, silence is impossible, suppression is more like it.
