I had an ex that did this.
He texted me and emailed me. so I went to the police and they told me to block his emails and change my phone number.
I did both, so his next tactic:- he found out where I worked and started sending emails to the company "info" email address (from the company website), stating that he needed to talk to me about a "police matter".
I had to tell my boss he was harassing me, as I was concerned as to what he would do next (turn up at work and make a scene or worse), and I went off to the police again, and they sent someone round with a warning. No charges were pressed, but the police going round to his house stopped him from harrassing me anymore. I kept every text message on my sim card and every email incase it needed to go to court. I must add, that my ex lived a good 250 miles away from me at this point, as I moved cities to get away from him.
This is serious, go to the police and save all evidence you can.
note: to change your mobile number for free you need a crime reference number - well you do for vodafone, so if you are changing number, it may cost you if you do not report this to the police.

Your best solution is to change your e-mail address and make sure you only give this address out to trusted family and friends. Because most e-mail addresses are free, you should also get a second e-mail account strictly for business, and a third e-mail account strictly for junk mail.
In the meantime, stop opening up those e-mails! You don't HAVE to read them, you know! There is a way to delete them without reading them! Use that function!
Go to your cell-phone provider and get a new account with a new phone and get rid of your old account altogether. Again, only give your new cell phone number to trusted friends and family and never to strangers.
Do not open any mail from this person, you can send it back as undelivered if you so wish.
But make these changes ASAP. These are simple changes that will help the best.

E-harassment is still a form of harassment and you can go to the police over it. Just because he's not hiding in your bushes doesn't mean he's not being a threat (or an annoyance). If the blocking doesn't work (don't change your number or e-mail--you're not the one that did anything wrong, he is the one in wrong) threaten him once with going to the police. If it continues, take action.

Call the police and get a restraining order. Show them the texts, and print and keep the e-mails on the computer as evidence. Get a second e-mail address and use that for everything else. If it carries on, he will be charged for harassment.

If the purpose is to hold down gasoline fees: this won't artwork. those companies make BILLIONS of greenbacks. the finished infrastructure of united statesa. is provided around the motor vehicle, they understand you gotta come back at last. until eventually united statesa. comes to a decision to kick its oil habit thoroughly, the 'gasoline crises' will purely worsen CUZ the cost AIN'T going on. it will be $4.00/gallon via the top of the summer season. And we theory 1968 became a brilliant year...

Don't respond, I had an ex do that as well, and once they saw they couldn't get a reaction out of me, they left me alone.
And if they are profane or threatening in nature, alert both your carrier and the cops.

Change the means by which he is able to contact you, it is quite simple to do if you really want to be rid of him.
