ok i have heard good reviews about this thing and bad. does it burn calories or not? if so how many calores does it burn if you workout on it for 20 minutes?

it does burn calories - body burns calories even when you sleep.
but
if you want to lose belly fat its not gona help - all it does is build muscle- it doesnt burn fat
muscle burns fat and its a lot easier to gain muscle on your thighs and glutes and that would be much more effective
the only way to get rid of belly fat is by lowering body fat percentage - diet and cardio 4-6 times a week for average of 45min

Any type of exercise will burn calories. I also might add that calories are even being burnt after the exercise has stopped. The abs have many muscles and one has to do abdominal exercises in many ways in order to develop the abs and make them look good. The muscles in the abs are very deep and it does take a long time for them to show that you have been exercising them. A word of caution is to go slow at first and give the muscles a chance to get use to being exercised. You also do not want to injure the back while exercising the abs. Good nutrition, weight loss and exercise is the key to having good looking abs.

Every activity burns calories and the more you do the more you burn. There is no way to tell how many calories you would burn on an ab lounger, it depends on how fast you push it.
