Whisky, Brandy, Gin, Vodka, Rum (don't bother with dark & light, just get one) as staples
4 or 5 different wines
Add mixers, coke, lemonade, fruit juices and most people will be happy
You can add things like Tequila/Pernod if you know someone is coming round that drinks it
See http://www.ehow.com/how_2504_stock-home-bar.html for more ideas

you want to get him vodka (tangeray, and skky are better than smirnoff), rum (bacardi is good), tequila, gin, you also want to get jack daniels, jim beam, and a few sweet things like puckers, baileys is good for a smooth drink as well, and maybe a bottle of hennesy but that is very expensive and i don't know how much of a drinker your brother is so you may want to check on that before you spend $30-$40 on a small bottle

You need Rum and Vodka. Dont bother with the flavored ones because that just limits what you can mix with them to make it taste good. Also a little whiskey and tequila would be good to have.

have him invite his friends and your friends and what not to a "stock the bar' party. your bro providers mixers, soda juices, etc, and the friends each bring a bottle of their fav. vodka, rum, gin, etc. your bro keeps the bottles at the end of the night. that should answer your question AND stock the bar for him ;)
plus its a good time.
