SAVE all your "My Documents" in a separate place/disk first! Otherwise you will lose it all. Then, like the first guy said, make sure you have all the drivers for you system for XP. XP drivers are different ones from ME drivers, most of the time.
Then stick the XP install disc in, reformat your hard drive, and install XP. Once installed, install your programs again. Then, copy all your My Documents data back to the new XP My Documents.
Once you get XP installed, immediately obtain and install an antivirus program, like AVG. They offer a FREE version at http://free.grisoft.com.
The important thing for me has always been to backup My Documents, regardless of the operating system I've installed. It doesn't do any good without my documents!

If you need to update from Windows ME, that is to say, if you have a full version of Windows ME and you have an Upgrade version of Windows XP, then YES, you must first install Windows ME, then install Windows XP Upgrade. Check on the Windows XP disc label to make sure. If you have a full version of Windows XP, then just boot to that disc. If you have recovery CDs, I would still install these first as this will install ALL drivers and original software on your computer (although some may not work with XP) Be sure to reinstall windows XP service pack 2 as well! (if it's not on the disc)
A likely scenario; you have a computer you bought that came with Windows ME. When Windows XP came out, you bought an Upgrade version because you have Windows ME already and it's cheaper to buy the Upgrade version. If this is the case, insert the recovery CD or the Windows ME CD in the CD-ROM drive. Restart the computer and if it asks you to boot to CD, do this (on-screen should tell you how). It may boot to the CD on it's own. Follow on-screen instructions. After you get Windows ME on the computer, insert the Upgrade CD while the computer is on and let it load. After you click Install, it should run through the install process automatically.
Side note: Save all of your documents and personal files first!
If the CD won't boot, you must go in to the system's BIOS to change the boot order. Usually you must press 'F2', 'F3', tab, or others to do this. Usually the first splash screen that displays the computer's manufacturor will tell you how to get into "Setup" or the BIOS. Once your in here, look for boot order and ensure the CD-ROM is first. I would consult the manufacturor's website for further instructions.

Re-install is a term that quite often mis-used when speaking in terms of operating system. Installing an OS will format atleast one partition and you are then installing it from square one. If you have got viruses in your computer and if you wish to format and then install xp, then you must have to install Windows Millennium first and then install xp this when you have an upgrade disk of windows xp. If you have an upgrade disk of windows xp then it will require a previous version of windows. But if you have a full installation disk of xp, then there is no need to install Windows Millennium first you can straightaway install windows xp.

Just put the install disk into your drive and let it auto-start. then follow the prompts. You do NOT need to reinstall ME...you are going to install XP OVER Me.

Why would you need to re-install to upgrade?
Consider this an excellent time to recognize that
your operating system is defective. I recommend replacing
it with one of:
http://fedora.redhat.com
http://www.opensuse.org
http://www.debian.org
http://www.ubuntu.org
http://www.slackware.org
http://www.freebsd.org
http://www.opensolaris.org
Any of these will be more reliable, less susceptible to
viri, uses your hardware more efficiently, and they're
all free.

I guess when you install windows xp, it will separate from your Windows ME since they are different OS.I suggest to reformat your Windows ME and install a fresh copy of XP.

put in cd reboot follow onscreen instructions.
dont forget to get the drivers for that pc FIRST (like nic driver)
