Yes, but the sort of girl who would go for the mean guy is always either shallow or insecure.
They want what they think they cannot have. It is an ego thing.
The ego needs constant gratification so if the ego is denied it will fight to receive this gratification. Once it has it though the ego will get bored and the void within the ego will return and they will probably not be bothered anymore. That is why nice guys sometimes have trouble with girls - they give the girl everything and then their ego loves it at first but soon gets bored as the ego always wants MORE. That is the key thing.
A secure and loving relationship is one which operates beyond this ego nonsense and is called true love. It is real care and acceptance of a person WITHOUT trying to change or control them and without just using it as an ego fix.
An ego relationship will always fail and as most people are so heavily controlled by their ego this is why so many relationships and marriages fail.
To experience true love and peace of heart you need to go beyond ego. You need to dissolve it.

I think people who respond like that are insecure. They need to be wanted and if they feel like thye are losing that person (being treated mean) then they do al that they can to regain the persons full love.
On the other side of the coin though it can be we always want what we can't have so if we think they no longer care as much about us as they once did, thn hell we ar gonna make them cos it makes them more attractive as they seem like they are getting out of reach.
personally I have been in countless relationships where folk play mind games and i just walk away. If you have something to say, say it is my motto.
No games just honest talking and love, that builds the better relationship.
The folk who go for treat them mean keep them keen, never win in the end.

It may work for a while but eventually the novelty will wear off and you will be left high and dry. This type of behaviour normally backfires and you will find yourself hooked and on the receiving end
What greater thing is there for two human souls that to feel that they are joined... to strengthen each other... to be at one with each other in silent unspeakable memories.
~ George Eliot
